Mr. Alec Miller:
Senior Economist, Principal
Mr. Miller is the principal in charge of all major analysis projects.
Mr. Miller emphasizes economic fundamentals and sound analytic
techniques. He has extensive experience in statistics and model
development and applications. His background is in energy market
analysis from his previous employment with Scottish Power/Pacific Corp.
Mr. Miller has a Master's degree in Economics from Portland State

Mr. Jay Harland
Principal
Mr. Harland has extensive experience in strategic planning, land use and
transportation planning and an in-depth knowledge of the public review
process. He is proficient in technical quantitative analyses that
involve statistical and mathematical models. Mr. Harland is a skilled
and persuasive public speaker. His background in philosophy, logic and
economics provides broad areas of strength for all projects. He was
project manager for the City of Medford’s Economic Opportunity Analysis,
identified by the Department of Land Conversation and Development as one
of the best in Oregon. Mr. Harland is a private sector contributing
writer for the State of Oregon’s blog about Goal 9, the economic
development component of Oregon’s Statewide Planning Goals and
Guidelines. The project will result in an updated guidebook. Since 2004,
he has been a Principal with CSA Planning, the region’s oldest and most
experienced land use planning firm. He holds a B.A. in philosophy and an
M.A. in geography from the University of Montana.
